the length of the moratorium will depend on the arrangements worked out for the coordinated research program and the progress that is made in the resolving in the negotiations of the various important organizational issues that now separate the two sides. QUESTION Mr. President, do we want to be able to conduct on-site inspections below the threshold once a moratorium is in effect? ANSWER Yes, but just what the requirements would be in terms of numbers, I am not prepared to say. QUESTION llr, President, do you see any possibility of overcoming at the Summit some of the major differences between the two sides at the Geneva test ban negotiations?
