the length of the moratorium will depend on the arrangements worked
out for the coordinated research program and the progress that is made
in the resolving in the negotiations of the various important
organizational issues that now separate the two sides.

As you know, the Geneva test ban negotiations concern only three
of the powers that will be taking part in the Summit discussions,
It is therefore premature to indicate in what way discussions on this
topic might arise. Nevertheless, if it is discussed, I would hope
the discussions could lead to finding some common ground which in
turn might help to resolve one or some of the major issues now facing
the negotiators in Geneva.
