Recommendations:
The committee recommends that:
(1)
The "test when ready" concept be recepted as the best solution
of maintaining a cancbility to resume testing in the light of current
estimates of the vcrobabilities associated with muclear testing.
(2)
The nucleus of a test support orranization be established
on a permanent basis, with the organization as shown in Inclosure ‘.
(3)
Johnston Island be specifically desiznated and prepared as
a ready test site.
(4)
The first mission of the test support organization beto
determine, in coordination with the DMA. for the AJC and DASA for the DOD,
the minimum requirements for the preparation of JohnstonIsland as a
ready site,
