Dear Mr. President:
When you gave your approval to the
weapons test series scheduled for the spring
of 1958 at the Eniwetok Proving Ground, you
Stipulated that the number of shots should
be restricted to those which I could certify
to you as being absolutely necessary and that
the announcement of the series should be made
at a time and in a fashion which you would
approve,
In order to avoid having word of
the
preparations leak as a result of the movement
of men and material into the Pacific, it is
desirable not to delay the announcement any
longer.
Accordingly, I have discussed the
Subject with State, Defense, U.S, Information
Agency, CIA, and it is unanimously recommended
that the statement, generally along the lines
of the attached, be issued as soon as possible
by the Atomic Energy Commission and Defense,
The Secretary of State concurs.
