As you are undoubtedly already informed, medical and biological
experiments are to be introduced into the 1951 Eniwetok operations
to be conducted by the Atomic Energy Commission under the technical
direction of J-<Division of the Los Alamos Scientific Laboratory.
Agreement has now been reached as to the method of handling the
biological and medical experimental program, The purpose of this
letter is to acquaint you with the procedure that is to be followed
for the introduction of these experiments into the forthcoming test
operations.
The various organizations interested in introducing such experiments
are requested to submit through normal channels a brief outline of
their proposed program to Dr. John 2. Bowers, Assistant to Director
and Chief of the Division of Biology and Medicine, Atomic Energy
Commission, Washington, D. C. The brief outline should include the

preliminary investigations already performed,
underway or contemplated here in the states,
if any, also a brief statement as to why the
investigation must be carried out at Eniwetok;
An estimate of personnel required;
Special construction, equipment, and facilities
necessary3
A preliminary statement as to type and number
of animals to be used;
Special measurements required in connection
with proposed experiment.
It is requested that the above outline be submitted to Dr. Bowers by
approximately June 7. We, of course, realize that the time is much
too short for such outlines to be other than tentative; therefore, a
more detailed outline will be requested at a later date, at which time
it will be possible to introduce changes and modifications.
Dr, John Bowers is organizing an evaluation committee of rather prominent
