SAN will plan to transfer the administration of the

logistical support agreercents for Kvajalein and Enivetok=
Bikini to tha Nevada Cperations Office by July 1, 1965.
We will be glad te provide RV with our procedures for the
handling of these programs, In this regard, we wish to
delay providing the procedures for Kwajalein support
until tha conclusion of tha upconing Ronvelap Survay,

around tha end of March 1965.

We believe this to be

more satisfactory because we have mot as yet been through
a support operation with tha Army NIx@-% group. Based on

this exparience, wo will be able to batter advise NV on

operating procedures, For Eniwotok-Bikint support, we
will be nasotiating an agreement with tha Air Force in
the near futurs, and we will advise NV of any negotiation
meetings being held in order that they may be represented,

7 will then be able to assume this activity with a full
understanding of thea contract and adninistrative arrange»
ments of the contract. We will, of course, advise KV of
any additional procedures developed by SAN after the
negotiation and prior to the July 1, 1965 transfer date,
For tha purpose of budget submission, it is suggested
that SAN include the support costs for th:so agreements
in its FY 1967 budget preparation,
