3. About November 1, 1957, no information having been transuitted
to the Coumcll as te action taken to carry out the President's directive
of August 5, I ingrired of an FChA official as to the status of this
project.{ The FCDA ewivised that there hed been delays in approaching the
Foreign Policy Association and the American Assembly relating to absences
fox a time of Br. Wriston and Nr. Bason from the country, but that the
epproech waa about to be undertaken.
h. The delay from August 5 to mid-Rovember in implementing the
August 5 Presidential directive seems to hare contributed to the present
situation, under which Arden House camot undertake this program during
the 1958-1959 winter season and under which the Foreign Policy Association
has not yet been able to premise support during such season. If it is to
be eetmumed that the memorandum to you above-mentioned is a report by
FCDA to the President. and Council of its ection in carrying cut the
President's directions of August 5, it may be transmitted to the Plaming
Board. for appropriate action and consideration as to whet should be done
next. I encloss a copy of this memoranvhm for the FCDA Administrator.
