The ODM representative raised the auestion of the publicity

Test Site open shot were reviewed by the Group, and it was agreed that
certain language changes which would place the release in more appropriate context would be developed by USIA and AEC. The Information
Plan was approved with the understanding that appropriate revisions
would be accomplished if foreign press observers were permitted to attend.

which should be accorded certain other shots in the series which had a
more definite defensive implication, It was agreed that this was
primarily a matter for Department of Defense judgment, and the Defense
representative was requested to be prepared to discuss this point at a
subsequent meeting.
3. Foreign Observers Program. The Chairman advised that the
general agreement had been reached that foreign observers would be
present at the open shot of the test series, and that the State Devartment would decide on appropriate invitees, excluding either Soviet or
satellite representation, It was understood that the list of invitees
would be submitted to the Defense Department not later than February 10,
and that publicity would be withheld until the invitations were issued
towards the end of February, The Group agreed that foreign press representation for the open shot should be held to wire service and network
representation not to exceed ten in all. It was agreed that details
concerning this would be worked out between USIA, ABC, and FCDA
