It is of the utmost urgency that there be nothing
publicly issued concerning the MIKE shot in the IVY series
.
except in cases of life and death emergency or of great pressure
in the psychological strategy field.
There has been no final Presidential determination on
the public reporting program for the series. This will not come
until after November 5th. Until that time, any of you who feel
that a public statement may be warranted should report immediately
to me so that I may take the matter up for a judgment by the
Special Committee on Atomic Imergy of the National Security Council.
