I. DECONTAMINATION 1. In addition to making the Atoll safe for re-inhabitation, an objective of cleanup is to prevent contaminated debris from becoming available on the world market. Since decontamination of contaminated debris (See II.B) is not a viable alternative, all such debris which is collected will be encrypted along with contaminated soil in the burial crater. Cleanup equipment, on the other hand, may possess a residual value which merits decontaminaticn. Thus, all equipment deemed worthy will be decontaminated to permissible levels (See Enclosure 3) before they are returned to use in contamination free sites Atoll}. To prevent the spread of contamination by personnel, each person will be thoroughly monitored and decontaminated as necessary prior to exiting from any controlled area.
