Opening Prayer
Mr. Strauss suggested that the Commissioners open the meetings at
Quantico, Virginia, with a moment of silent prayer, which was done.

AEC 777/69 - PRDP ~ Carolinas-Virginia Nuclear Power Associates Proposal
Mr. Fields briefly reviewed the proposal of the Carolinas-Virginia
Nuclear Power Associates for the development and construction of a heavy
water moderated and cooled power reactor with an output of approximately -~«~
17,000 kilowatts. -He commented on the independent companies forming this
group and said that in addition to the estimated $19.0 million to be
supplied by ‘them, the Commission was requested to provide assistance
estimated at $11.9 million which would include a waiver of the use
charge for the heavy water required.
Mr. Fields observed that this proposal was similar to that of. the
Pennsylvania Power and Light Company and Westinghouse Company proposal.
If, after completion of the initial design and development phase of the
project, the company unilaterally decided not to construct the reactor,
the AEC would be reimbursed for all assistance provided the project.
