2. The decision for the interpretation of allocation of specific costs in accordance with the above agreement will be the responsibility of CinCPac. In the event that additional major categories of expenditures should develop, the allocation of costs will be the subject of further agreements between the AEC and the Armed Forces. 3. The financial procedures with respect to fiscal and property accounting and disbursement of funds will be in con- formity with established procedures of the services involved.
