PS DEFENSE NUCLEAR AGENCY WASHINGTON, DLC. 2uaus MEMORANDUM FOR: SUBJECT: DEPUTY SECRETARY OF DEFENSE DOD Support for Cleanup of Encwetak 1. At the request of the Deputy Secretary of Defense on 14 November 1972, the Director, Defense Nuclear Agency (DNA) was designated by the Joint Chiefs of Staff as DOD Project Manager for the proposed cleanup of Enewetak Atoll (MJCS-388-72). The Draft Environmental Impact Statement (DEIS) was published on 6 September 1974. Funds in the amount of $4.0 million for initiating this project were included in the FY 1975 Military Construction request. It is expected that this project will be authorized and funded shortly. 2. 1 headed a joint team of Department of Defense, Atomic Energy Commission and Department of the Interior representatives who visited Enewetak Atoll and met with the Enewetak People, their legal represen~ tatives and officials of the Trust Territory Government in early September for the purpose of presenting the DEIS. Hse Our visit was exceptionally well received and there does not appear to be any substantial opposition on the part of the Enewetak People which would delay our decision to proceed with the accomplishment of the proposed project. However, they have until 11 Noveuber 1974 to submit comments. 3. The U.S. Army Corps of Engineers has been designated as the con- struction agency to accomplish the proposed work, which they plan to do by contract. Their Pacific Ocean Division is currently preparing necessary plans and contract documents. It is planned that DNA will have a small element on the atoll to carry out the necessary coordination inherent in the responsibilities of DOD Project Manager. Prey 12633
