General Camm TELEPHONE CALL FROM GENERAL JOHNSON, DNA General Johnson called you on Monday morning October 29. In your absence, he discussed two topics with me, both related to the Enewetak cleanup. He said he sent you a letter in which he mentioned he wanted to talk with Chairman Ray. He said he wanted to assure you that he has no intent to endrun you in talking with the Chairman. However, he does feel that it would be a good idea to discuss the Enewetak cleanup with the Chairman. If this gives you any problems, he will discuss this with you and avoid the topic with the Chairman. He has seen the letter from Ash concerning the funding and feels that it is important for the agencies to meet soon to work out a coordinated budget position for FY 1975 and beyond. He gave an example of the base camp. He feels that he should ask for $3 million to start a base camp in Fiscal Year 1975 so that operations could proceed in Fiscal Year 1976 utilizing this camp. To do that he would have to amend his supplemental FY 1975 budget and would like to get started soon. Attorney Mitchell (Enewetakese) has asked DNA's opinion on returning about 50 people in early 1974 (January). General Johnson is bucking this letter to Interior for response. He will send us a copy of the letter and of his letter to Interior. He warns us that Interior may also ask our advice prior to responding to Mitchell. Johnson feels that we should postpone the consideration of the return of the Enewetakese until the completion of the AEC's survey and analysis. This might mean a six-months' delay.
