provide Sweden with a maximum of twelve kilograms ef U-235
contained in uranium enriched up to twenty percent, rather than
six kilograms provided for in the present Agreement, Mr. Vogel
pointed out that,if the amendment were approved, the additional
six kilograms would be transferred to Sweden only after a staff
determination that this material was needed by Sweden for the
reactor they intended to build.
After further discussion, the Commission:
a. Approved an amendmentto the Agreement for
Cooperation with the Government of Sweden to raise
the limit on enriched uranium transferred by the AEC
for use in research reacters from six kilograms to
twelve kilograms of contained U-235 in uranium
enriched up to a maximum of 20% U-235;
b. Agreed to recommend to the President of
the United States that he approve the amendment
to the agreement with Sweden, determine thatits
performance will promote and will not constitute
an unreasonable risk te the common defense and
security, and authorize its execution;
c. Noted'that the Chairman will sign the
amendmentfor the Commission; and
d. Noted that the amendment will be submitted
to the Joint Committee on Atomic Energy in accordance with statutory requirements.

Amendments te the Agreement for Cooperation with Belgium.
Mr. Vogel reviewed proposed amendments to the Agreement
for Cooperation with Belgium. One of these amendments, he said,
would permit transmittal to Belgium of eight kilograms of highly
enriched uranium for use ina materials testing reactor.
