General Nichols presented a draft memorandum to the JCS dated 28
February 1949 setting forth three proposed principles to be used in connection with planning for the next tests, After informal discussion of
the draft memorandum, one copy was furnished to General McCormack

for study by the AEC. General Nichols advised that if the AEC concurs
in the draft, the MLC proposes to send the memorandum to the JCS,
General McCormack pointed out that it would be appropriate for the AEC
to insure that the President was acquainted with the proposed date for

the next tests before a communication on the subject of organization of;a~~ ri
Task Force is transmitted to the JCS.
