In discussion of publicity with respect to a mid-April open shot scheduled for Civil Defense purposes, to which NATO observers might be invited, the Group recognized that the negative impact of nuclear tests could not be minimized unless such tests were accompanied by comprehensive and understandable statements on the beneficial international security results which such tests have had in the past, plus repeated authoritative statements describing the necessity for the continuation of such tests in the interests of free world security. It was felt that invitations to foreign observers to view portions of the test series would assist in minimizing foreign antagonisms to such tests. 4.
