In paragraph 9d of the above referenced report, it was noted that the Commander, Joint Task Force SEVEN, would submit a report to the Chief, Armed Forces Special Weapons Project, and to the Director, Division of Military Application, Atomic Energy Commission, on the conduct of overseas miclear tests. 2. It is the purpose of this memorandum to make certain -recommendations in light of experience gained in overseas testing to date, and particularly in Operation HARDTACK, with a view to improving the economy, efficiency, and effectiveness. of future test operations of this nature. 3.
