Dr, Bugher is prepared to accept the proposal for an
autumn conference.

It is hoped, however,

that the matter of *

indemnity could be resolved in the meantime,

I request the

Embassy's comments on the suggestion that the conference might
be held on American territory, possibly Honolulu,

I concur on the release in the near future of a press
statement, substance of which is transmitted below.

the text of the announcement prior to its actual release, _
a, The United States Government is pleased to ac-

cept the Japan Science Council invitation for a conference on the general subject of radioactivity in
relation to human health and scientific procedures

for detecting, measuring and guarding against its

presence in the environment.

b. This Government will send a delegation of senior
scientists expert in these fields to Tokyo for such a
conference at a mutually agreeable date in the autumn
of this year,

c, The conference will continue and expand coopera-~
tion between the United States and Japanese science

for sharing knowledge about radiation and procedures

;

for safeguarding against it which exists in both nations,

This cooperation has been active over recent months

with the United States providing, as requested by the
Government of Japan, the aid of physicians and biologists through the Atomic Bomb Commission staff,
