3-3 (e) Any exercise of the exemption authority set forth in Section 16l(e) shall have no effect on the obligations of the Government of the United States under this Section or on the application of this subsection. (£) The provisions of this Section shall apply in the areas in which the Government of the Marshall Islands or the Federated States of Micronesia exercises jurisdiction over the living resources of the seabed, subsoil or water column adjacent to its coasts. _ Section 315 The Government of the United States may invite members of the armed forces of other countries to use military areas and facilities in the Marshall Islands or the Federated States of Micronesia, in conjunction with and under the control of United States Armed Forces. Use by units of the armed forces of other countries of such military areas and facilities, other than for transit and overflight purposes, shall be subject to consultation with and, in the case of major units, approval by the Government of the Marshall Islands or the Federated States of Micronesia. Section 316 The authority and responsibility of the Government of the United States under this Title may not be transferred or otherwise assigned. . _
