MEMORANDUM
General Goodpaster called this afternoon to say that, when Admiral
Strauss discussed foreign participation in the HARDTACK tests, the
President's feeling against such participation was based primarily on
the problem of security.
Goodpaster indicated that if a solutign could
be found to this problem, the President might not object to sugh
participation.
