whieh Mr. Loper reviewed prior to ite tranmittel,
On the afternoon
of 9 August the freaident discussed with ne the subject of this letter.
The Seoretary of State wae present.
In the diecussion the Freaident
made the following points:

He approvedour proceeding now with preparations for Operation
RARDPACK with a starting date of 1 April, 1958.
Ne expressed an
interest in starting earlier, but I informed him that April
appeared the earliest that a balanced series could be atarted.

de expressed conviderable doubt ae te the necessity for the number
of shots, approximtely 25, ny letter indicated as probably nevces=
wary. ite directed that the planned firinge be sereenod to hold
to the euntlest number practical without losing eevantial defense
objectives. The Commizsion will sdreen these shots for weapons
developments to soe that this diregtion ia met. It io requested
that the Department of cefenme take appropriate action relative to
the ollitary effects shots planned.

stent of gur preparations, platiay or intent to hold a spring 2953
series, He directed that the preparations be conducted on a claasi~
fled basis and that, prior te public annowncewent, he be isforaed so
