March 11, 1955 MEMORANDUM FOR THE OPERATIONS COORDINATING EOARD SUBJECT: Overseas Reaction to the AEC Report on the Effects of High-Yield Nuclear Explosions. The attached Operations Coordinating Board report, prepared pursuant to NSC Action No. 1320-b, dated March 2, 1955, was noted by the National Security Council on March 3, 1955, Action No. 1344. The recommendations in paragraph 8 were adopted by the Council and approved by the President on March 5, 1955. The Council noted the directive, subsequently approved by the President on March 5, 1955, "that, in lieu of NSC Action No. 925, oral or written statements to be made public by Govern- ment officials regarding nuclear weapons, which contain information not previously made public officially, must be checked in advance with the Chairman, Atomic Energy Commission, who will coordinate the intelligence and foreign climate of opinion aspects with the Operations Coordinating Board." The previous draft of this report transmitted by memorandum of March 1, 1955 is obsolete and may be destroyed in accordance with the security regulations of your agency. <<" . 4) f 4.
