detailed operation and agreement cannot be reached with the Scientific Director, the only recourse is to order abandoning the experiment, 3. The Test Director will receive all requests and suggestions for experiments proposed by the various divisions of the Armed Forces, It is suggested that he arrange with the Committee set up by the Joint Chiefs of Staff to assist these atomic bomb tests to screen these proposals before they are presented to him. The Test Director will transmit any of these proposals which he would © approve to the Scientific Director of the latter's consideration, 4. There may be cases in which experiments can be approved only if some organization outside the AEC and its contractors instruments and carries out the experiment, There may be cases in which the experiment can be approved only if an outside organization pays the expenses for it. In all such cases arrangements will be made such that the personnel assigned the experimental work will report and be responsible to the Scientific Director in exactly the same sense as for ell other approved experiments, The question of paying the cost of the experiment will be decided by the Test Director with advice, if he wishes, from the Scientific Director. 5. The Test Director will inform the J. C. S. Committee that 15 November 1947 is the latest date for him to receive all ordinary proposals from any source will be considered for inclusion in the tests unless it is obvious to both the Test and Technical Directors that the proposal embodies the possibility of giving results of major value. 6, At times to be chosen by the Technical Director, usually preceding each proof firing, the Test Director shall arrange that admittance to all areas designated by the Technical Director shall be cleared through the Technical Director's representative set up for this purpose.
