Under the circumstances that exist, collection of samples may be conducted
on an unclassified basis with the understanding that all those engaged
in the collection would be subject to control measures that would preclude
the removal of unauthorized material from the atoll. Such measures as
are taken for the protection of the health and safety of the individuals
involved may also be adequate for the aforementioned purpose.
Samples may be shipped to the analytical laboratories on an unclassified
basis. However, the analysis and the results of the analysis are
considered classified Confidential Restricted Data until a classification
review is made to determine whether such analyses will reveal any
classified information concerning the design or functioning of the weapons

which produced the samples.

By arrangement, the classification review

will be performed by the Classification Office at the Livermore Laboratory.
. In the event that it is determined that any sample analysis reveals
c¥assified information, the analysis and the sample analyzed shall be
€lasskfied at the level appropriace to the classification of the
information revealed.
