11, Both of these actions are based upon issuance of the
attached regulation,
In my opinion, its immediate issuance is
advisable not only as a necessary condition to taking one or
the other or both of the above-mentioned actions,
but also as a
notice to the "Golden Rule" that its entry into the danger area
is prohibited.
