It was recognizedfrom the very beginningthat authorization must be obtainedfrom the Navy Departmentfor Sandstonecivilian employees,whethercontractor civfl service,to travelvia Naval aircraft and Navalvessels. One way to accomplishsuch authorization was to requestNavy ordersfor each civilianti additionto his Am Orders. Such procedurewould mean that the majorityof civiliansconnectedwith OperationSandstonewould necessarilyhave two sets of travelorders, one set from the Am Departmentand the other from the Navy Department solelyfor the purposeof authorizingtravelvia Naval aircraftand Naval vessel. Obviously,such procedure,would provevery cumbersomeand it was thereforedecidedto initiatea requestthat CommanderJTF-7be grantedpermissionto authorizetravelvia Naval aircraftand Naval Vessels,such authorization to be incorporatedin travelordersissued to all civilianswho were to be employedin Connectionwith Operation Sandstone. A letterdated I.&January1948 addressedto Chief of Naval Operations,requestingthe abovementionedauthorization, was answered on 11 Februaryin the affirmative.Afterobtainingthis authorization from the Chief of Naval Operations,invitational travelorderswere issuedby the Amy Departmentto all civiliansconnectedwith Operation Sandstoneotherthan civil serviceemployeesof the Navy Department.As an example,Amy invitationaltravelorderswere issuedto contractemployeesof the Navy Departmentunder the abovementionedauthority. c.
