8. ORDERS- FISCALASPIXT:
a. Initiallyall individualsof the staffwere placedon
temporaqyduty or temporaryadditionalduty,Officeof Lt Gen Hull.or
P & O Mvision, GSUSA. It was essentialalmostimmediatelyfor some of
the staffto travelin connectionwith officialbusiness. It was also
essentialto order some officersnot yet connectedwith the Task Force
to Washingtonfor conferences.Since the Task Forcehad no ftmds and
sincemost other cormnands
had littleor no travelfunds,the issuanceof
travelordersat that time, while absolutelyessential,was at the same
time almostimpossible. At firstvariousagenciesof the three services
were calledupon to issue ordersrequired,with the promisethat travel
moneywould be reimbursed. Our promiseswore thin in a hurry. AS an
emergencymeasure,the FinanceOfficer,USA, compliedwith our request
to set up a temporaryallotmentby nborrowingNotherfunds availableto
him. This allotmentwas used by all three servicesuntil.the AEC transferredfundsto the Task Force and actualallotmentscouldthen be set
up for each service. An emergencytraveland per diem allotmentshould
have been establishedat the very first. This would have avoideda great
deal of troubleand would have saveda lot of time.
