Russell,USN, was desig@ed Test Director for the AEC by JCS 1795/9. Final JCS action on the papef was dependent on AEC concurrence, which was not received until 6 January 1948, due principally to the necessityof comingto a mutually satis- factoryagreeamt as to the responsibility for allowableexposureto radiations.This matterwas resolvedwhen the AEC agreedwith the Joint Chiefsof Staffthat this responsibility must remaina functionof command. Upon completionof JTF Staffactionon JCS 1795/6,whichhad received numberone priorityfor preparation, the J-3 Sectionbegan to work in to normalJ-3 duties. Ma~or GeneralJohn DeF.
