AC FL 14 October 1971 Dr. V. P. Bond Dr. E.P. Cronkite “Research Involving Human Subjects. Occasionally a proposal for research invokving human subjects originates outside of the Medical Department. The present committee was appointed by Dr. Goldhaber to act as an interim committee for the Medical Department in accordance with FDA, HEW and AEC requirements. This Committee does not feel that they should be concerned with any proposals accept those involving research done in the hospital or through the outpatient department. Although it will be a rare incidence that a proposal generates outside of the Medical Department, I believe there should be an SPI coverin, the possibility. is a general proposal for such an SPI. Enclosed I suggest that after pu have an opportunity to study it over and consider it with Mr. Rathvon that the general problem be discussed with Br, Aranson, Mr. Finn and myself.
