In a discussion in a letter to the DOD on the test program, several
comments were brought up for inclusion in this letter
to.
ferry Johnson
which would present the AEC's position for preparing Christmas Island
for atmospheric testing.
''Commissioner Graham commented that he
believed the letter should point out that preparations for atmospheric
testing should remain flexible enough to permit seaborne as wellas
land based testing, and that in general the construction of substantial
and permanent facilities at Christmas Island should not affect the flexibility
and mobility of future test operations.
The Chairman agreed that these
points should be included and requested preparation of a letter to the
White House regarding current preparations in support of the resumption
of atmospheric testing.'’

Meeting #1843,
3 May 1962:
The Chairman reported that he had met with President Kennedy and the
Director of the BOB
the amendments
(Bell) and had discussed, among other things
:o the weapons program budget.
He did include, within
the FY63 budget amendments, 120 million dollars for the test program
and 10 million dollars for Highway 95 to NTS.
As for Plowshare, ''The
President directed that the program proceed ona 5-year basis, including
continued studies by the AEC.
The Chairman said the program would be
re-evaluated with the White House to determine possible methods of funding."
