include joint determination by the AEC and the DOD to transfer
information to the French government.
He added the type of information
proposed for transfer would be non-sensitive design information and
the general smpport information for defense against nuclear attack.

said this type of information wou'd not significantly contribute to French
weapons development.

Reichardt said the recommendations proposed would allow U.S.
weapons
labs, which were better qualified than the French, to receive debris
from French nuclear tests, performed strictly chemical analyses, and
inform the French of the analysis."'

On the subject of Chariot in project Plowshare, the criticism had been
raised of the Plowshare advisory committee as to their objectivity in .
considering the safety aspects of the Chariot expe riment and Spofford

Chairman of the PAC, had asked a subcommittee to prepare
a bio-environmental survey summary.
I* think it is interesting to note that through the months of April and May,
there is virtually no discussion of the test resumption or preparations
therefore
or any feeling of imminent resumption expressed in the
Commission meetings.
Perhaps the next strong statement made on the
subject comes ina review of the Plowshare Program in Meeting #1742
on 31 May 1961 when Commissioner Wilson ''suggested that work on
redesigning the Chariot experiment should be delayed for a month or two
