funding was reduced from 10 million to 71/2 million for FY60.
Starbird
began budget discussions at the next meeting by pointing out that after
drawing money from the contingency fund he stiil found himself 4 1/2 million
dollars short from what was needed for the FY60 budget and requested
that this 4,5 million be restored.
"General Starbird said the contingency
would be sufficient if only low yield testing were resumed. However, if
full scale testing were resumed, a supplemental budget request might be
necessary.’'
The Commissioners, after discussion, agreed that the
5 million dollar reduction at the previous meeting should not be restored
and agreed to consider a supplementary budget request from Starbird later.
Meeting #1442, 12 December 58:
Here is an item about Teller which says 'WMcCone reported that Teller
had agreed not to make any announcement about tests until the Geneva
conference recessed.
McCone said that Teller believed that, as a matter
of scientific fact, he should announce that underground tests cannot be
detected under certain conditions, "'
