In a discussion of budgets for weapons programs,
Betts noted that the
FY 63 budget estimate first submitted had been made in the absence
of specific weapons requirements and thus was just made to be
as the FY62 estimate.

It was discussed that the pipe fitters and the operating engineers had had
a disagreement at the NTS and the former group had established a strike
picket line which certain other unions have refused to cross.
Luedecke
noted that as a result of this strike, the weapons test program will be
seriously effected and the Rover Project will be delayed ona day per day
basis as long as the strike goes on.
