In the afternoon meeting on 27 August (meeting #1400), Colonel Stewart
of DMA "remarked that the proposed reductions tn the weapons budget
would adversely affect weapons laboratory personnel.
The Commissioners
stated that any overruns from other programs would be allocated first to the
weapons program and second to the research program, "
This discussion
followed the presentation of the FY59 budget, which had had reductions made
in it in order to fit with the final appropriation for FY59,
The Commission
approved the following budget reductions: weapons-6,5 million; reactor
development-5, 8 million; research-1] million; and training and education1 million,

Note that this is the next date on which Commission meetings were held
and the afternoon discussions began with the subject of budget for the
weapons program for FY60.
As these notes are unclassified and the details
are of great interest in indicating the initial directian and feelings of the
Commissioners in redwing the weapons program even before the
moratorium began, I will copy these pages of the minutes and put them with
these notes later.
At an evening meeting on the same day, McCone reported that the State
Department
would appoint a 3 man US Delegation to the upcoming Geneva
test ban discussions.
