The parent study nas not yet been completed. However, in view of current interest among meny agencies of the government in ths subject matter of the inclosed paper, it is being distributed now for information. 4. Since the Department of the Army is not charged with responsibility for activities referred to in the recommendations contained on page 4 of the paper, the Army has adopted no position at this time on these recommendations.
