by Federal agencies of the Government or the Trust. Territory of the Pacific Islands in their operations is hereby transferred, without reimbursement, to the governments of the
Northern Mariana Islands, Palau, the Marshall Islands or the
Federated States of Micronesia according to list of distribution established by the government of the Trust Terrttory of
the Pacific Islands in consultation with the recipient governments within ninety days after enactment of this section. If
