T have received letters roparding Ducgoting f * or the Eniwetok cleanup and rehabilitation program from Tnterior Assistant Secretary Lind dated October 17, 1973 (and from Admiral Pete) dated September 18, 1973. In response to these leticrs, I would like to provide the following guidance relating to financial responsibility for this effort. 2. Agencies should requost FY 1975 funds to allow for maintaining existing base camp activities and for anprovriate radiological survey and monitoring activities. Tha FY 1975 request should also provide for some initia FY 1975 effort om cleanin, pending the rasults of on-going analysis of firm requirements for cleanup and rehabilitation. The FY 1975 budget should be sufficient to show continuing Administration commitment to the elsanup and rehabilitation of the Atoll, out consistent with current. uncertainty regarding the final detail cleanup and rehabilitation plan. 3. aret requests should roflect the following agency responsibilities: Dopartment of Refense for maintaining on-roine facilities and operations in Eniwotok, and for cleanup operations; Interior for rehabilitation; Atomic.
