I received your letter of 28 June with the enclosed menorandun
summarizing your meetin: with Mr. Nucker, Mr, Goding and
Mr, Milner,
I was very glad you had the opportunity to discuss
the surveys with them and I feel from the tone of your memo -
randun that Mr. Goding will be reasonable, although I imagine
he will continue to get pressure from Dr. Macdonald.

was impressed with the fact that Mr. Goding was at a dis -
advantage being new in his position but felt that he was con =

I am conpletely in the dark as to what memorandum agreement was
referred to dy Mr. Goding, which was supposed to be signed by
Dr. Macdonald and myself, relating to our mutual understanding
of how future medical surveys are to be conducted.
There is
only one memorandum which I recail signing with Dr. Macdonald.
This memorandum (dated Nov. 17, 1960) pertains to agreements for
the 1961 Rongelap medical survey only.
The only other memorandum
that might have been referred to was one written November 23,1959
by the Director of Public Health concerning plans for the 1960
examination only.
This latter memorandum was “okayed" and
initialed by Mr. Nucker,
I am enclosing several copies of both
of these memoranda for your use,
I think that you will readily
agree that they contain no future survey agreements,with the
possible excention, of reducing the frequency of the whole body
counts.
