After reading your coments on the report and Dr. Palmer's letter to you, I see the whole thing in an entirely new lizht. As a result, I do not propose to give anybody a copy of the report from here on out, and I am proposing to General McGinley, Cowart and Bonnot that we recall all copies heretofore distributed and instruct Pate to. do the same thing. In other words, I propose to treat the repert the same as I would a report from any other member of my staff when I do not agree with hin. In short, we will kill it and stick it in the file. I hope you agree with this proposed action. I will not take final action until I hear from McGinley in regard to the matter.
