Dear Dr. Conard:
Although everything went smoothly for the patients going through
Honolulu both ways, something evidently went wrong at Kwajalein.
When Mr. Rasmussen wae at Kwajalein, he had everything worked
out so the T. T. would take care af them while waiting for the boat.
Mr. Rasmussen called Dale and told him to meet them on the Z0th.
After getting a letter from Mr. Edmond, Mr. Rasmussen called
Dale and he said he was off the Island and did not seem to know much
about what was going on. By the time we received the letter the
patients had departed for Rongelap. Although we have the responsi-
bility for coordinating the activities out here, we are writing this
letter to advise you of the situation and our efforts to arrive at a
solution.
Copies of all correspondence is enclosed to give you the
whole story.
Mr. Rasmussen is planning to visit Slapan to try to establish some
ground rules for future operations. Since you have had many years
expérience in this program, would you please furnish your comments
to the following as an aid to Mr. Rasmussen in his negotiations:

Do you know of any instances where AEC has paid per diem of
$6.50 per day at Ebeye and $9. 00 at Kwajalein. If so it appears
we owe the patients $6.50 each per day for their stay at Ebeye.
Have you had any discussions with T.T. on this?
