Can't answer specifically why U.S. Congress chose to do
way but that probably payments were set up to compensate
way the people who actually lost something. This probably
all the people did not get $25,000.

BNL gives its findings

to the Department of Interior with recommendation for compensation.
Do not Know of any thyroids that have not been compensated.
