Dear Lewis:
I understand that, recently, Admiral Hanlon, Commander
of the Task Force for the "Redwing" Tests, suggested to you that
the United States might consider inviting the British to use the
Pacific Proving Grounds for their 1957 tests, instead of using
their Christmas Island area as presently contemplated,
T have been informed that you and Admiral Radford both
believe that it would not be advisable for the United States to
make such an offer, We here consider that there would be a net
political disadvantage to the United States in making such an
offer at the present time and therefore concur with the views
of Admiral Radford and yourself that it should not be made,
