The manning for the test organization will be dependent upon and will vary directly with the status of testing readiness, however, it should be reduced to a minimsl planning staff during the testing moratorium but should retain test planning continuity and the necessary liaison channels to subordiuate and appropriate levels within the DOD and the AEC. A suggested organizationel chart is attached as Inclosure A (Organization). An eppropriate manning level table is atteched as Inclosure B (Manning). Consideration of woer2 the Test Support Organization should be physically located can ve reduced to two factors. The first, those problems associated with policy, decisions, concepts and general requirements. The second, those problems of technical requirements and the details of communication and logistical support. Experience has clearly demonstrated the important and key role played by the Joint Task Foree SEVEN in the past, with segard to the first factor. Therefore, location of the Test Support Organization in the Washineton D. C. area, in close proximity to the AC and DOD, would seem appropriate and desirable. However, it ia almost equally important that the Test Support Organization be cognizant and capable of administering the second factor.
