Kraker, Deputy Manager, SFOO, Aibuquergu supyect: TASK FORCE ORGANIZATION AFTER OPERATION Ivy MRher - SYMBOL: PG-1~437 LABLE COPY / : BEST AVAI Reference is made to the draft of "Report by the Commander, JTF 132, to the Joint Chiefs of Staff on Armed Forces Participation in the 1953 Experimental Nuclear and The neonuclear Tests at Eniwetok/Bikini," In this paper the Commander proposes that relationships and responsibilities during Operation Castle, with respect os to existing agencies, comands, and JIF 132 should remain substantially as established for Ivy; that the Ivy and Castle operations be designated as a single, overall effort to be known as Operation Ivy/Castle; and that the present JIF Deputy Comaander for Scientific Matters (Dr. Graves) and the present Commander, Scientific Task Group (Mr. Burriss), be retained for Castle. We concur with the latter recommendation as explained below, but do not concur with the first two proposals. Further reference is made to the organization charts shown as En~ closures "G" and "I" of the paper. There is enclosed an organization chart which we consider to exemplify to a much greater degree the actual relationships and responsibilities which exist during an operation. On this chart we propose that Dr. Graves would be des- ignated by AEC to occupy the position of Deputy Commander for AEC, rather than for Scientific Matters alone. Task Group 132.1 (Seientific) would be commanded by Mr. Stanley Burriss, and a new Task Group 132.5 (Base Facilities) would be added, to be commanded by Mr. Paul Spain, concomitant with his responsibilities-as Field Manager for the Proving Grounds. This organizaticnal set-up has been discussed with Dr. Graves and Lt. Col. Potter Campoell and has been approved by Dr. Graves and interested SFOO people. If you concur, it is requested that you present the chart to the Com mander, JIF 132, as an AEC requirement, We propose further that the above organizational concept will hold true only during the actual operational period at the Proving Grounds.
