Gomes, Division of MilitaryApplications, AEC, Washington indicating that you have been requested to formulate an estimate for the cost of the special whole body counting facility for Bikini. It seems that this estimate must be in in the near future in view of the budgetary presentation to Congress. In your planning you might wish to consider the following factors which are an extension of my thoughts in my letter to Dr. Totter of November 25th, copy to you. There are several possibilities. 1. The facility might be constructed as part of the Bikini Dispensary. In this case it could be used also as part of the Dispensary. I believe the Trust Territory favors 2. It could be constructed as a separate building. From our point of view it makes no difference whether we are part of the Dispensary or not. A trailer of the same type that we have at Rongelap could 3. 4 be brought in. Such a trailer would provide more space than we actually need.( I am enclosing copies of the 1964 information on the trailer} This would be satisfactory from out point of view if a water catchment system, shower facilities and separate generator shed were included. This might turn out to be the least expensive method. Our trailers at Rongelap have stood up very well. The trailer could be placed next to the Dispensary and used in conjunction with the Dispensary if desirable. Probably the trailer could not be considered to be as permanent as with the building arrangement. Of course, other purchases have to considered such as the water cistern and the 5 KW generator.
