It was learned that considerabledifficultywas being experiencedby the property officers in obtaining copies of Usr Shipping Documents, Navy invoices, etc., necessary to establish proper accountablerecords. CHAPTER II PHASE - PLANS AND ORGANIZATION (CCNTIWED) At the time the Headquarters (Main) shifted from the National Defense Building in Washington to Ft. Shafter, T. H., (16 February) Conmander Whittenmw and Lt. Col. Gray were at Ft. Shafter. Lt. CO1. ‘#orkingerremained in Washington and becsnm the Fiscal SectionIs representativewith the Rear Echelon. Lt. Col. Gray returned to Washington the end of February. On 15 March Lt. Col. Workinger was relisved by Lt. Col. A. L. Toups$ FDy due to illness. TowaN the end of January the Atomic Energy Corznissionrequested that a report be submitted at the earliest practicable date indicating how much money, based on actual expenditures and obligations plus estktes, would be required for the Operation. This was necessary for budget=y reasons so that plans could be made to utilize the funds returned or steps be taken to earmark additional funds if required. It was to further this end and also to obtain estimates of possible fiscal year 1949 fund requirenmntsthat the following action was taken in the hope that the desired figures might be obtained by the end of March 6 Section XV
