GENERAL (1) The principlesunder which the variousactivitiesof Joint Task Force (JTF)SEVEN are furxied are outlinedbelow. In all phases of budgetingand fundingof operations,the various guidelineauthoritiesissued by the Departxmntof Defense,Task Force, and the AtcmicEnsrgy Commissionrecognize that no single set of generalizations will fit all circumstances.However,if each problemrequiringresolution is consideredin the light of these principles,a satisfacto~ answer can usuallybe foti suitableto all parties. (2) Task Group 7.5 (AEc Base Facilities) - All phases of financial administration,includingbudgeting,fumling, auditing,arrireporting,of ‘fC7.5 are handled as prescribed by CTG 7.5, AEC, and contractorproceduresand regulations. b. SOURCESOF FUNDS (1) Funds for conductingoverseasatamLcweapons tests are providedby the Congressthrough the Bureau of the Budget to the followingDepartmentsad agencies: - Atomic Energy Canmission(AEC) - Departmentof Defeme (DOD) (2) The AEC, throughthe Albuquerqw?OperationsOffice (ALOO), administersthe work at the EniwetokProsingGround in connectionwith diagnostictests atxlprograms of interest to the AEC. (3) The DOD, througheach of the military services,providesfor funds to supportthe ‘normalserviceoperationalexpenses” of each servicebased on Joint Chiefs of Staff (JCS)approved conceptsof military participationin the tests. (k) The Departmentof Defense throughthe Departmentof the Army (Comptroller)providesfundingfor the followingcategories of experses: *’expensesfor overseasattic weapons (a) W.xtra+!ilitarg tests budgetedby the JTF to ~ includedin the Army budget,through Chief, Armed ‘OrcesSpscialWeapons Project (AFSWP),and made directlyavailablsto CJTF by the Departmentof the Army. This procedureenables the task force commanderto coordinateand relate his operationalrequirementsto the AFSWP responsibility for preparinginitialplans ad budgetsfor weapons effectsexperiments.(Note that AFShTbtigets for and administersextra military funds for continentaltests.)
