The Soviet's fluctuating, opportunistic propaganda has used the Suez
crisis to reinforce Soviet support for anti-colonialism, to encourage
Egyptian obduracy and to foster worldwide disaffection from Western policy.
It has been characterized by:
(1) unqualified moral backing of Igypt;
(2) condemation of Western military moves; (3) progressively sharper
attacks on the US; and (4) traditional reticence about Israel.

Satellites ~ A Survey of Liberalization
The British Foreign Office is "not optinistic" about satellite trends
noting that except in Poland and Hungary the Kremlin has to date permitted
only three significant reforms, none of which challenge Soviet control.

The experts also point out that the "thaw" in Poland began before Khrushchev's
attack on Stalin. However, "Titoism" is still a problem for Moscow as is
the enthusiasm of the Polish people at the prospect of regaining some of
their lost liberties, This may result in action which Moscow will prefer
to channel rather than block. The "thaw" has been applied umevenly throughout the Satellites with Poland and Hungary being the farthest ahead.

Arctic - USSR Placing Automatic Beacons on Ice Flows
The USSR has placed at least ten automatic radio beacons on ice in the
central Arctic, reportedly to check changes in the ice drift.
With the
help of these radio beacons direction finding stations on thecoast can

10. Geophysical - Reds Sit Down with US in Barcelona
Among those attending the 11 September meeting of the Special Committee
for the International Geophysical Year (nongovernmental) in Barcelona, were
representatives of [ast Germany and Commmist (but not Nationalist) China.
It was suggested the Committee might next meet in the US, but because of
Communist Chinese and East German participation, it was left that the
meeting would take place in iorth America without specifying where.
