Dear Mr. Secretary:
Reference is made to my letter of October 3, 1947, wherein I indicated that the Secretary of the Treasury had been re-
quested to effect a transfer of $5,000,000 from the Commission
to the Navy Department, in order to meet the initial expenses
of the proof test program.
The Commission is now in receipt of a proposed budget
for carrying out the program, which indicates a requirement of
$20,000,900.
By letter to the Secretary of the Treasury, copy
attached, I have requested that a further transfer of $15,000, 00¢
be made to the Navy Department.
If you agree to the above transfer of funds, it is requested that you inform the Secretary of the Treasury of your
concurrence,
