*Another example might be the numoer of people permitted continuing
access to the assembly area and shot barges who have only incidental need
to visit these highly classified and safety hazard areas. Because of their
lirnited knowledge of the activities, the casuals threatened to cause cpera-~
ticnal difficulties by tripping over cables, lines, and other essential con-
scutions.
Access to these arcas should not be considered as a matter of
peestige, Lut as a matter of necessity.
-*In line with the foregoing comments, a further suggestion is made ag
to the marking of badges. It has been the general rule that Q-cleared or
Top Sceret clenred individuals may have access to Restvictud Data.
The
riture of PRG working premises, with only partial partitions which permit
oslinasy Coovers:tion to be heard throughout a building, mnakes it almost
“+ possible
© yrovent Restricted Data from being heard by visitors to the
Administrative Compound. However, access has been granted to the Administrative Compound to individuals who were not authorized access to
Restiicted Data.
It has also been noted that individuals having Top Secret
clenrance would also have the Sigma category access indicated on their
budues, whereas those with Q clearance had no indication o. Sigma category.
In uddition, as noved above, some Individuals had a military clearance in-
Giceted on their hides, but no Sigma category. It would seem more reaseaatle to adopt a uniform praciice of indicating Sigma vategory on all
Wolges.
This wold require the assignment of a Sluina category nuinber to
indicate "No acesas to Restricted Data.” It is realized that the asstu:;ment
of a {icma category dces not authorize all information within that cateyory,
but only that portion for which the individual has a need-to-know, hut it does
set 2 mnaximum limit for aceess. The Security Liaison Offfee of TG 7.1 in
the second half of the cperation was used by members of the Task Group
for recciving assursice that there was a bona fide nced-to~know on cach
individual request for access.
